An annual average of daily balances of Federal dollars shall be deducted from total average bank balances to establish the Unemployment Insurance programState and Federal percentages. 8.3.2 The State shall use the following method to calculate State interest liabilities for the administrative costs of the Unemployment Insurance (UI) program (CFDA No. 17.225). The State shall calculate interest for the predisbursement period based on the following:
(1) The State shall review the State cash ledger book balances to determine if overall fund ledger balances (except the State fund ledger) are positive, thereby noting that Federal funds are on hand at the time of check issuance. If a positive amount exists, a State liability exists. The principal amount of the State liability will be the positive balance for all fund ledgers (except the State funds ledger) times the percentage relationship that the expenses of the applicable program are to all fund ledgers expenses for that year. The interest rate factor will be in accordance with the Act. The time factor will be for each day that a positive balance exists. The State shall calculate interest for the postdisbursement period based on the following data:
(2) Average daily float. The average value of a day of float time (checks issued to checks cleared), which is the average daily expenses calculated from the total annual amount of administrative costs of the applicable program.
(3) Check clearance time. The average number of float days (checks issued through checks cleared).
(4) Number of days State funds support float. The average number of days that State funds are available to support average daily float after the checks are issued. This is calculated by the following steps:
