Thruway Compound Operation. When a road driver at the time of dispatch leaves the terminal, or at the completion of his trip, he may take a trailer or dolly to go to the compound. At the completion of his trip he may do the same in re- verse to the terminal. When the city driver takes a trailer to the compound which is to be a rear, he will perform the placement of the dollies necessary. If at this time a combination is to be made up, the city man positions the dolly and trailers for hook-up. A road driver may come into a compound from the Thruway with lead trailer and dolly, hook up another trailer and proceed on his trip, or leave the dolly and proceed single. Movement of dollies from one compound to another at a particular interchange or from terminal to compound or from compound to terminal shall be per- formed by local people. Road drivers en-route at compounds may make and break their own combinations. No double bottom drivers will pull trailers or dollies at any inter- mediate compound from the compound to the terminal or vice ver- sa. The question of interpretation of this paragraph as it pertains to breakdowns of equipment en-route shall be referred to the Joint State Grievance Committee.
