Time for determining satisfaction. If Council makes a request for payment of: 7.5.1 a fee under clause 7.3; or 7.5.2 any costs or expenses under clause 7.4, the Parties agree that Council will not decide whether the Owner's obligation has been undertaken to Council's satisfaction, or whether to grant the consent sought, until payment has been made to Council in accordance with the request.
