PE – Lines a through d show Preliminary Engineering costs for the project by type of work (e.g., consultant, agency, state services, etc.). *Federal aid participation ratio for PE – enter ratio for PE lines with amounts in column 3. • Line a – Enter the estimated amount of agency work in columns 1 through 3. • Line b & c – Identify user, consultant, etc., and enter the estimated amounts in columns 1 through 3. • Line d – State Services.
