USE OF PAYROLL UNIT FOR DISTRIBUTION OF UNION MATERIAL. The County agrees to permit the Federation to use the Finance Division of Port Everglades for distribution of written material, provided that such material will only be disseminated on the normal payday. All written material of the Federation that is to be distributed must be submitted to the Port Director or his/her designee for approval prior to being distributed. The Federation shall notify and provide the written material to be distributed to the Port Director no later than 11:00 a.m., two (2) days preceding the normal payday for prior approval for distribution. There shall be no other general distribution by employees of pamphlets, advertising or political matter, notices, or any kind of literature other than as herein provided. Written material for distribution will be permitted only for the purpose of distributing only the following notices and announcements:
