In the event growth in the customer base within the Service Area, as measured by the volume of xxxxxxxx of Equivalent Residential Units, does not equal or exceed an average of 3.0% per year during the preceding three-year period or in the event such growth exceeds an average of 5.0% per year during the preceding three-year period;
