VOLUME I – Technical Approach. The technical volume of the proposal shall contain sufficient information to enable the evaluators to make a complete analysis with respect to the criteria listed in Section M. All available information pertaining specifically to these criteria shall be included, as well as any other information that the Offeror determines would demonstrate their ability to accomplish the project. The Statement of Objectives (SOO), included as Attachment A, provides the Government’s overall research objectives associated with the effort for this solicitation. The draft Contract Data Requirements Lists (CDRLs), included as Attachment B, describe the primary deliverables that the Government expects to receive for this effort. The waste stream recipes are provided for reference at Attachment C. Offerors shall use the SOO and draft CDRLs, together with other applicable portions of this RFP, as the basis for preparing their proposal. Offerors are cautioned that any information submitted on subcontractors will only be evaluated if a firm commitment with the subcontractor is demonstrated. The offeror shall submit the information in the following order: (1) Offerors shall develop a Performance Work Statement (PWS) that demonstrates a clear understanding of the applied research needed to achieve the government’s objectives. See Attachment D – PWS Template for a consistent format for submission. The PWS shall specify in clear, understandable terms, the approach and schedule being proposed to achieve the research objectives; ensure that every aspect of the SOO is addressed. Preparation of an effective PWS requires both an understanding of the applied research that is needed to satisfy the particular objectives and an ability to define what is required in specific, performance based, quantitative terms. The offeror’s proposed WTE technology solution shall be comprehensively described separately from the PWS. The offeror shall calculate and provide a reasonably justifiable Net Present Value (NPV) for the proposed WTE technology solution. The NPV shall show the expected cost to the government from purchasing a commercially produced unit and operating it over its life cycle. The NPV shall use reasonable cost assumptions for required or avoided energy use and avoided MSW hauling and tipping fees.
