Where the Secure Workforce. Conversion Process has made a recommendation to the head of service that a position or group of positions, or an employee with temporary or casual employment should be converted to permanency and the head of service decides not to appoint the relevant employee(s) in accordance with subclause B9.3, the head of service must provide written reasons for their decision.
