The Working Drawings Phase clause defines the stage in a project where detailed construction drawings and specifications are prepared. During this phase, the design team translates conceptual or schematic designs into precise documents that contractors will use to build the project, including plans, elevations, sections, and technical details. Working Drawings Phase is a phase that includes the preparation of working drawings, technical specifications, addenda, general conditions, supplementary conditions, bidding requirements, and the bid proposal developed to set forth in detail all aspects of the design, function and construction. These documents will be used for estimating the cost of the Project, obtaining construction-related approvals, securing bids for construction, and constructing the Project. The bidding of the Project and obtaining authorization to commence the Construction Phase are the final portions of this phase.

Working Drawings Phase. 5.2.1. The Judicial Council authorizes the Working Drawings Phase. CMR shall work in coordination with the Judicial Council, the Project Architect or Engineer, the Construction Manager, and other third parties (as necessary and authorized by the Judicial Council), to provide the following:
5.2.1.1. Value Analysis (NIC): Conduct value analysis workshops at 50% and 90% Working Drawings stages to confirm that all project and construction costs have been identified. Lead the activities of Judicial Council, Architect, Construction Manager, the Project Manager, and other project participants in the value analysis and verify the cost-effectiveness of the design and the conformance of the design or construction documents budget amounts Judicial Council provides to the CMR, and quality standards set by the Judicial Council.
