Working Schedule Bid Procedure. 1. Employees who have completed initial trial service by the time the bid commences may bid for shift and days off in order of seniority as defined by Article 25, Section 8.
2. Employees whose trial service will be completed prior to the effective date of the shift and days off change (first Sunday of April and October) shall be allowed to participate in the shift and days off bidding process. Newly promoted employees shall bid in the classification that they are in on the effective date of the shift and days off change (first Sunday of April and October).
3. Employees who fail to successfully bid, or who do not apply to bid, will be assigned at the discretion of the institution’s Management.
4. The bid schedule will be correct and finalized at least fourteen (14) days prior to the start of the bid.
5. The labor/management team will determine the mechanics of the bidding process. The Parties agree to review the mechanics and make necessary changes after each bid. Any agreed changes to the mechanics of the bidding process will be provided to staff no later than thirty (30) days prior to the bid. The Parties agree that the intent of this Section is to provide as many work and training opportunities as possible for all security staff, regardless of seniority, while recognizing the importance of seniority and the individual choice of staff. The institution’s management team will make the specific daily work schedules and may only remove or deny an employee from their bid for valid cause.
a. Mechanics of the Bidding Process
i. Coffee Creek Correctional Facility will institute a Line Bid Shift process beginning on the next bid. On the Shift Bid materials Management will include the names of the post assignments associated with each shift and days off assignments.
ii. Bids will address shift, days off, and post assignments. A qualified employee will place their name on the bid sheet next to their desired post assignment for their corresponding shift and days off based on seniority. The employee will not be denied their desired post assignment unless they are not qualified for the post or for a good business reason but will retain their shift and days off.
iii. The employee will not be moved from their post assignment unless “bumped” for mandatory overtime as provided in this Article or their post assignment is altered in accordance with ODOC Policy 40.2.1.
