The arbitrator shall not have any power to alter or change any of the provisions of this Agreement, or to substitute any new provisions or any existing provision, nor to give decisions inconsistent with the terms and provisions of this Agreement. The parties will equally share in the expenses of the arbitrator. Within the time limits provided, either party may at any time following the answering of a grievance at Step request a review of the issues surrounding the grievance. In an attempt to resolve the grievance dispute and avoid an arbitration hearing, the parties may mutually agree to the appointment of a Grievance Mediation Officer and/or to a meeting of the Association's Chief Executive Officer and Grievance Hearing Committee and the Union Grievance Committee and the National Representative
