This Collective Bargaining Agreement entered into this 22nd day of December, 2015 by the Commonwealth of Massachusetts acting through the Commissioner of Administration and Finance and his/her Human Resources Division, hereinafter referred to as the “Employer”, or the “Commonwealth”; and by Local S-28 and S-29, International Association of Fire Fighters, hereinafter referred to as the “Union” or “Local S28” or “Local S29”; and has as its purpose the promotion of harmonious relations between the Union and the Employer. To this end, the parties recognize the importance of dealing with one another with mutual respect and dignity.
