This non-exclusive Digitization Agreement entered into this 9th day of August_ 2019, is by and between the Veterans Benefits Administration (“VBA”) an agency of the U.S. Department of Veterans Affairs (“VA”), and the National Archives and Records Administration (“NARA”), an independent agency in the executive branch of the United States Government with its headquarters in Washington, DC, with VBA and NARA being referred to as a “party” or collectively as the “parties.”
