Whereas, the Board of Trustees of the Maine Community College System (hereinafter referred to as "the Trustees") and the Maine State Employees Association (hereinafter referred to as "MSEA") desire to establish a constructive, cooperative and harmonious relationship; to avoid any interruption or interference with the operations of the employer; to promote effective service and quality of work life towards the accomplishment of the missions of the MCC System; and to establish an equitable and peaceful procedure for the resolution of differences.
