WHEREAS the Ocean County Board of Social Services, Toms River, New Jersey, (hereinafter referred to as the "Board"), and the Communications Workers of America, A.F.L.-C.I.O. C.L.C. (hereinafter referred to as the "Union") are desirous of entering into an agreement for the establishment of salaries, benefits and enumeration of other terms and conditions of employment, which shall be effective January 1, 2009 through December 31, 2011.
