Whereas it is the desire of both parties to this Agreement to maintain the existing harmonious relations and settled conditions of employment between the Board and Union, to promote cooperation and understanding between the Board and staff, to recognize the mutual value discussions and negotiations in all matters pertaining to working conditions, hours of work and scales of wages, to encourage efficiency in operation and to promote the morale, well-being and security of all employees in the bargaining unit of the Union.
