THIS DEVELOPMENT AGREEMENT (“Agreement” or “Development Agreement”) is made and entered into in the City of El Cerrito on 2014, by and between the City of El Cerrito, a municipal corporation (“City”) and The Edward and Loretta Biggs Revocable Trust dated March 22, 2011 (“Developer”) pursuant to the authority of §§ 65864 et seq. of the California Government Code and El Cerrito Municipal Code, Chapters 19.14 and 19.41.
