Two decades have passed since the formation of a region-wide FTA in East Asia began to be dis- cussed. Two major initiatives, the Trans-Pacific Partnership（TPP）and the Regional Comprehensive Economic Partnership（RCEP), began to be negotiated, but neither has yet to be enacted, largely because of the opposition by a group of people who would be affected negatively by market opening. Strong polit- ical will of the leaders for establishing a region-wide FTA and appropriate policies to deal with potential losers are needed to successfully realize a region-wide FTA.
