THIS DEVELOPMENT AGREEMENT ("Agreement"), made as of the day of , 20 , by and between the City of Waupaca, Wisconsin ("Waupaca") and Schuelke Properties, LLC (“SCHUELKE PROPERTIES, LLC”) (hereinafter together referred to as the "Parties").
