by and between the Township of Winslow, (hereinafter the “Township”), and Camden County Council No. 10, New Jersey Civil Service Association, (hereinafter the “Union,”), has as its purpose the promotion of harmonious relations between the Township and the Union, the establishment of an equitable and peaceful procedure for the resolution of differences, and the establishment of rates of pay, hours of work, and other conditions of employment, and represents the complete and final understanding on all the bargainable issues between the Township and the Union.
