On 26 June 2003, the Government of Germany notified the Secretary-General, pursuant to article 18 (2) (b) of the Agreement, that although it intended to accept the proposal, transmitted by C.N.228.2003.TREATIES-2 of 12 March 2003 to amend the Agreement, the conditions necessary for such acceptance were not yet fulfilled.
