This Contract is made effective the 13th day of February, 2006 (the “Effective Date”), and entered into by and between the City of Seattle (hereinafter referred to as “the City”), a municipal corporation of the State of Washington, and Portland Energy Conservation, a non-profit corporation organized and existing under the laws of the State of Oregon and authorized to do business in the State of Washington (hereinafter referred to as “the Contractor.”).
