THIS DEVELOPMENT AGREEMENT (“Agreement”), dated as of , 2022 (the “Effective Date), is entered into by and between Republic County, Kansas, a governmental entity in the State of Kansas (“County”) and High Banks Wind, LLC, a Delaware limited liability company (“Developer”). The County and Developer are sometimes referred to herein individually as a “Party” and collectively as the “Parties”.
