This Amendment to Economic Development Incentive Agreement (“Amendment”) is entered into as of the Effective Date by and between Arcadia Live, Inc., a Texas non-profit corporation, dba KERRVILLE’S 4TH ON THE RIVER (“KFOR”), and the CITY OF KERRVILLE, TEXAS, ECONOMIC
