Contract Type FiledNovember 9th, 2010In recent years, many large urban development projects have gone forward in conjunction with community benefits agreements (CBAs). CBAs have gen- erated tremendous excitement among community groups and advocates of equitable development, as well as substantial interest in local government, academia, the media, planning circles, and philanthropic foundations. This new approach has led to exceptional results in some cases, and it holds tre- mendous promise as a means of ensuring delivery of community benefits on controversial development projects. However, CBAs have the potential for misuse and have substantial limitations as a long-term strategy in com- munity economic development. For these reasons, CBAs should not supplant broader efforts to improve the land use development process, especially in low-income urban areas.
