The City of Syracuse, hereinafter referred to as the “City” and the Civil Service Employees Association, Inc., Local 1000 AFSCME/AFL-CIO, City of Syracuse Unit 7801-00 of Local 834, hereinafter referred to as the “Association”, declare it to be their mutual policy that in order to promote harmonious labor relations between the City and the employees in the defined bargaining unit, the principle of collective negotiations is to be employed pursuant to the New York State Public Employees Fair Employment Act.
