between the State of Montana, hereinafter referred to as the "Employer," and the Montana State Hospital Professional Employee/Licensed Practical Nurse Association, Local #4436, MEA-MFT, AFL-CIO, referred to as the "Association." It is the intent and purpose of this Agreement to assure sound and mutually beneficial working relationships between the Employer and its employees, to provide an orderly, equitable and peaceful means of resolving any and all grievances, to prevent interruption of work and interference with the efficient operation of the State of Montana, and to set forth herein a basic and complete agreement between the parties concerning terms and conditions of employment which are not otherwise mandated by statute.
