Pursuant to the policy set forth by the Federal Service Labor Management Relations Statute (Chapter 71 of Title 5 of the United States Code (U.S.C.)), the following articles of this basic agreement, together with any and all supplemental agreements and/or amendments which may be agreed to at later dates, constitute a total agreement by United States Army Recruiting Battalion-Houston (Employer) and the Laborers' International Union of North America (LIUNA), Local 28 (Union), hereinafter called the Parties.
