THIS DEVELOPMENT AGREEMENT (the “Agreement”) is made and entered into as of the day of 2019, by and among the CITY OF MIAMI BEACH, a Florida municipal corporation (the “City”), and TSAY INTERNATIONAL, INC., a Florida corporation (the “Owner”). Hereinafter, City and Owner are collectively referred to as the “Parties.”
