THIS DEVELOPMENT AGREEMENT (this “Development Agreement” or this “Agreement”) is made and entered into as of , 2020 (“Agreement Date”) by and between the CITY OF RICHMOND, a municipal corporation organized and existing under the laws of the State of California (“City”), and WINEHAVEN LEGACY LLC, a Delaware limited liability company (“Developer”). City and Developer are referred to individually as “Party,” and collectively as the “Parties.”
