THIS DEVELOPMENT AGREEMENT (this “Agreement”), is made and entered into this day of March, 2011 by and between the CITY OF WICHITA, KANSAS, a municipal corporation duly organized under the laws of the State of Kansas (the “City”); and CABELA’S WHOLESALE, INC., a Nebraska corporation (the “Developer”) (with the “Developer” and the “City” collectively referred to as the “Parties” and each a “Party”).
