Since January 22, 2003, the City of Oakland and the Oakland Police Department (OPD) have been implementing the reforms outlined in the Negotiated Settlement Agreement1 (NSA) with the goal of transforming the Department into a model agency with superior police practices. The Department has striven to implement such practices in the areas of supervision, accountability, police intervention programs, use of force, and misconduct investigations.
