After four years of study and planning, a final clean-up plan has finally been established for the former Northwest Refinery site. The City and Ashland Oil formally signed an agreement on September 27, 2011 that grants the company access to a 10 acre area that was once home to the Northwest Refinery (see map and aerial drawings).
