After four years of study and planning, a final clean-up plan has finally been established for the former Northwest Refinery site. The City and Ashland Oil formally signed an agreement on September 27, 2011 that grants the company access to a 10 acre area that was once home to the Northwest Refinery (see map and aerial drawings).

Proposal: The Oregon Department of Environmental Quality seeks public comments on its proposed agreement to clean up historical contamination at Astoria Marine Construction Company, or AMCCO. Under the agreement, AMCCO will implement the cleanup remedy identified in DEQ’s 2017 Record of Decision and will be released from further liability. DEQ will perform maintenance of the in-water area, using DEQ orphan program funds, after the cleanup remedy is implemented. The agreement is in the form of a consent judgment that will be filed with the Clatsop County court following consideration of public comment.

The clean-up agreements were lauded by Committee to Bridge the Gap and the Natural Resources Defense Council, two organizations that have worked for decades with the nearby communities seeking thorough site remediation.

Contaminants are present in the onshore areas and within Spirit Lake from former industrial activities as well as other activities upstream of the site. These include polycyclic aromatic hydrocarbons (PAHs) and heavy metals including lead, copper and zinc. PAHs are a class of chemicals toxic to fish and aquatic organisms and can potentially cause cancer in humans.
