This Agreement is entered into by the CITY OF FITCHBURG, hereinafter referred to as the “Municipal Employer” or the “City” and the MASSACHUSETTS LABORERS’ DISTRICT COUNCIL/LOCAL 39, hereinafter referred to as the “Union”, has as its purposes the promotion of harmonious relations between the Municipal Employer and the Union, the establishment of an equitable and peaceful procedure for the resolution of differences and the establishment of rates of pay, hours of work and other conditions of employment, insofar as the same may be permissible by Law.
