The Board of Education of School District No. 203, St. Clair County, O’Fallon, Illinois, hereinafter referred to as the Board, recognizes the O’Fallon Council of Teachers, Local 3939, Service Workers Council, hereinafter referred to as the Council, as the sole and exclusive negotiating representative for all full-time and part-time Custodians, Security, Grounds, and Maintenance employees, except for all supervisors, managerial employees, confidential employees, and short-term employees as defined in the Act.
