This Agreement is entered into, by and between the United States Environmental Protection Agency (U.S. EPA) (AU.S. EPA” or “employer@) and the American Federation of Government Employees (AFGE) National Council of EPA Locals #238 (the AUnion@ or AAFGE”). This Article sets forth the parties agreement with respect to the procedures and appropriate arrangements for the implementation of the Performance Appraisal and Recognition System (PARS). In the event (present or future) that any provision of this Agreement is found to be contrary to any requirement of the Master Collective Bargaining Agreement (“MCBA”) applicable to Employee Performance Evaluation, the MCBA will supersede this Agreement for that specific requirement(s) only.
