The Homelessness Management Information System HMIS (hereinafter “HMIS”) is a client information system that provides a standardized assessment of consumer needs, allows for individualized service plans, and records the use of housing and services. The Continuum of Care (CoC) can use this information to determine the utilization of services of participating agencies, identifying gaps in the local service continuum, develop outcome measurements, and to meet reporting requirements of the US Department of Housing and Urban Development (HUD).
