WHEREAS, it is recognized by the University and the PBA that the public pol- icy of the State and the purpose of Part II, Chapter 447, Florida Statutes, is to pro- vide statutory implementation of Section 6, Article 1 of the Constitution of the State of Florida, and to promote harmonious and cooperative relationships between the University and its employees, both collectively and individually, and to protect the public by assuring, at all times, the orderly and uninterrupted oper- ations and functions of the University; and
