THIS DEVELOPMENT AGREEMENT (“Agreement”) is effective as of the date of the last authorizing signature affixed hereto. The parties to this Agreement are the County of Grays Harbor, a political subdivision of the state of Washington (“County”), and Seabrook Land Company LLC, a Washington limited liability company (“Seabrook” or “Property Owner”) (individually, “Party” and collectively, the “Parties”).
