(“Effective Date”), by and between the CITY OF RALEIGH, a North Carolina municipality (“City”), CAPITAL PROPERTIES OF RALEIGH, LLC, a North Carolina limited liability company (“Developer”), and PIPPIN PROPERTIES, LLC, a North Carolina limited liability company (“Owner”), herein after individually referred to as a “Party” and collectively referred to as the “Parties”.
