As per the Ground Rules Agreement, “all tentative agreements reached shall be set forth in full written form, dated and labeled as tentative agreements with two (2) copies of each to be signed by a Chief Spokesperson (or his or her designee(s)) for each Party. Everything agreed to within a tentative agreement is a prospective agreement only, subject to ratification.”
