This Development Agreement is made by and between the City of Maricopa, an Arizona municipal corporation (the “City”), and Eagle Shadow, LLC, an Arizona limited liability company (“Eagle Shadow”). The City and Eagle Shadow are sometimes referred to in this Agreement collectively as the “Parties,” or individually as a “Party.”
