WHEREAS, the County Executive has successfully negotiated a collective bargaining agreement with the Delaware Public Employees Council 81, AFSCME (American Federation of State County, and Municipal Employees) (AFL-CIO), and its affiliate Local 1607, attached as Exhibit “A.”
