(“EFFECTIVE DATE”), is hereby made by and between the CITY OF BUDA, TEXAS, a home rule municipality located in Hays County, Texas (“CITY”), and C-Ray Development Group, LLC. (“LANDOWNER”). CITY and LANDOWNER may be referred to individually as “PARTY” and collectively as “PARTIES.”
