This Agreement entered into by the City of East Moline, Illinois (hereinafter referred to as the “CITY”) and the Illinois Fraternal Order of Police Labor Council/East Moline No. 96 (hereinafter referred to as the “LABOR COUNCIL”). Both the Labor Council and the City agree that the purpose of this Agreement is to promote harmonious relations between the City and the Labor Council, the establishment of an equitable and peaceful procedure for the resolution of differences, and the establishment of rates of pay, hours of work and other conditions of employment.
