This Development Agreement (this “Agreement”) is made and entered into as of the day of , 2009 (the “Effective Date”), by and between the COUNTY OF CHATHAM, NORTH CAROLINA, a body politic and corporate of the State of North Carolina (the “County”) and EMPOWERMENT, Inc., a North Carolina nonprofit corporation (“EmPOWERment”). The County and Empowerment are sometimes referred to in this Agreement individually as a “Party” and collectively as the “Parties.”
