(SPP) filed, pursuant to section 205 of the Federal Power Act (FPA)1 and section 35.13 of the Commission’s regulations:2 (1) a revised, unexecuted Network Integration Transmission Service Agreement (NITSA) between SPP as transmission provider and Western Farmers Electric Cooperative (Western Farmers) as network customer; and (2) an executed Network Operating Agreement among SPP as transmission provider, Western Farmers as network customer, and Western Farmers, Oklahoma Gas and Electric Company, and American Electric Power Service Corporation (AEP) as host transmission owners (together, the Western Farmers Agreement).3 In this order, we accept the Western Farmers Agreement, effective December 1, 2019, as requested.

Western Farmers owns, operates, and maintains transmission lines located principally in Oklahoma. Western Farmers is a member of SPP, and its transmission facilities are administered through SPP’s Open Access Transmission Tariff (SPP Tariff). Western Farmers is a market participant in the market administered by SPP.
