Contract Type FiledAugust 1st, 2017A Collective Bargaining Agreement (“CBA”) between the Coudersport Area School District of Coudersport, Pennsylvania and the Coudersport Area Educational Association, PSEA/NEA became effective on August 14, 2015 and expired on June 30, 2017. The parties timely gave notice and opened negotiations in January; in the middle of negotiations, there was a change in the School Superintendent and the School District Solicitor. Following this administrative change, negotiation sessions were held with Pennsylvania Mediator William Vojtek, during which seven (7) Tentative Agreements were reached. The parties reached an impasse over the term of the Agreement, salaries, supplemental salaries, medical insurance and tuition reimbursement. On June 20, 2017, the Association requested fact-finding pursuant to Act 88 of 1992 and the Public Employee Relations Act (PERA). Thomas L. Hewitt was appointed as Fact-Finder on June 20, 2017. A full, fair and complete Fact-Finding Hearing was held on July 18, 2017,
