outside the bargaining unit may retain his seniority for a period not exceeding twelve months for permanent positions from the date of promotion or transfer, and shall have the right to exercise his seniority in accordance with all the provisions of this agreement upon proof of union membership in good standing. This may be extended by mutual agreement with the respective Local Union.
